Capital One Bank/ Westmoreland Agency (in addition to issuing credit cards, Capital One buys charged-off accounts and tries to get the debtors to transfer the balances to new accounts; we are interested in talking to anyone who received solicitations seeking this within the last year)

I understand they've already filed one clasaction suit on behald of Il. residents.
