Regarding your debt validation. You do not really have to spend the extra $$ sending soemthing registered or certified. The USPS will put a tracking number on your express package ($3.50 total?). When the company receives the item, the USPS website will give you the time & date of receipt for no charge. All you really need to do is verify that the debt has not been sold to a third party (another can of worms for your credit profile). If this is the first agency you are better off leveraging for a settlement on the account, you may be able to cash the account out for 50% or less.
