In my opinion, it is impossible to stay below the radar unless you've someone willing to put your lease and utilities and other services in their name.
www.teletrack.com actually advertises a service for below the radar screen debtors. Don't use your phone to order pizza. www.merlindata.com and check out the "legal phone break".
Also, do you owe a telecommunications company. www.lightbridge.com

New application data is screened against a carrier’s @Risk database to determine if it matches any stored suspect data. With the @Risk database, service providers can put suspect intelligence and known fraud-related information to work to stop suspicious and potentially fraudulent customers from obtaining service.
Lightbridge® ProFile®
An inter-carrier database of applicant write-offs and shut-offs reported by major wireless carriers.


This database, compliant with the Fair Credit Reporting Act (FCRA), is the industry’s premier shared database of fraud and bad debt. ProFile is currently used nationwide, and contains information on over $5 billion in bad debt and fraud, from more than 10 million trade records.
Validation
Sophisticated tools that identify high-risk applicants by checking for invalid and inconsistent data.
