Capital One Westmoreland - Help please

I received a letter from Capital One Westmoreland trying to collect a charged-off debt from 1995
Can they sue me for a charge off from 1995? Can they even report to credit bureaus? The letter says that the charged-off debts could keep me from getting a credit card, home or even a job is this true???
