You are talking about people who wish to know if they can be sued for these debts? The laws are all State specific, some are under the UCC, some under State insurance laws, some under utility regulation laws. In general, as regards medical, I suggest paying or obtaining medical assistance relief,on the subject of utilities and insurance, if the bills are not paid it is VERY difficult to obtain new service or insurance without a hefty deposit or higher rates if you have unpaid bills.
