State's utilities, gas, electric, phone, and cable are regulated. When you go to get service, they want you SS# to run a report. You refuse that. They are required to provide service with a two month average bill deposit held from you. They are required to pay interest on this deposit. Most are also required to refund the deposit after 12 months satisfactory payments.
