The experts will hopefully weigh in with more sage advice than this lowly scribe can offer, but your opinion is more than that, it is a correct statement of fact. The collection agency is not allowed to contact your neighbor about a debt nor are they allowed to defame you as they have. This is as you state a violation of the FDCPA and you need to call the FTC immediately and report this and follow it up with a written letter of complaint. The FTC people are also very good about asking specific detailed questions and taking down all your answers on the phone. Thus, you are forearmed in advance of any battles with the collection agency.
Am not sure about the wisdom of your contacting the collection agency and apprising them of their violations, why tip them off? They are long and well practiced at lying as routine part of their job. You absolutely have a case, start with the FTC and your state's AG and for that matter the AG of the state in which the collection agency is headquartered.
You can sue them yourself or locate a lawyer through links on this board who is experienced at filing actions against gangs of criminally minded mutants acting collectively under the guise of 'collection agency'.
They've handed you a nice potential settlement by defaming you to your neigbor, and for that matter by invading the sanctity of his home. Repay the kindness by seeing to it that this bunch of decaying cat sausages loses money for their smartness.
