Appreciate your input, BUT,you are referring to your OWN State rules. Many States sub out utilities, many have completely different rules.

In any case, in general, although any utility company cannot refuse you service, they CAN and WILL require security deposits that range from 2 months to 1 year, and not all are required to refund or pay interest on he $$.
