If he is paying the lawyer (a CA lawyer no doubt) it is likely on the basis of a fraudulent claim.

I suggest your SIL get a lawyer, and file a suit against the CA lawyer for a full refund plus damages of anything he paid, plus a complete dismissal of the suit with prejudice.
