What constitutes improper service is defined in your state statues. If they mailed it certified, and it came back to them UNOPENED, it COULD be considered served, but you'd have to check that. Is there anything else about other attempts to serve you ? Many states allow service by publication - a notice in the paper where you were last known to live, and that's LEGAL - stupid these days, but legal. From what I've seen, service by publication is a last resort.
