Renewal of a Judgement

Last week, when I pulled a credit report on myself (hadn't done so in a year), I found out a renewal judgement was granted against me for double the original amount. I had filed for bankruptcy in 1990. This renewal judgement was granted in 2000. It was posted on my credit report with an open date of Jan 2003, to stay on for 10 years. I was never served or notified in anyway. But on the credit report, it shows "unable to locate". I had purchased 3 new vehicles and got credit cards between late 1999 and 2001, so I could be found. How could the collection agency do this? And why did they not post on my credit until this year? Is that legal?
