Does this mean that anyone collecting out of state, like someone from OH or CAL can only collect through the mail fax phone, and can not collect through court?

How would I find out if someone has a client in MI?

MI OUT-OF-STATE COLLECTORS ARE EXEMPT IF (1) COLLECTING BY INTERSTATE MEANS (PHONE, FAX , MAIL); AND (2) HAVE NO CLIENTS IN THE STATE OF MICHIGAN.
