Call the NJ bar association. It will come out of essex county. It is time to get an attorney and sue them. I have helped about 20 people with jbc and jbc ignores all documention, will not validate, will not allow you to dispute, and ignores all cease and desist letters. Either get an attorney or sue them in small claims. enough is enough.
