Yes, to both questions. When I said it is "npt yours" I meant you had no legal responsibility for the payment. Insert"b"includes incorrect billing or not in time billing to an insurance carrier. Whe you do the followup letter to the CRA, if you have NOT disputed to the CRA you need to indicate that in the lette. BUT if you notice both "b" and "c" state that it HAS been disputed, so your dispute to the CA was correct.
