SOL and charge-off

i had a chase card that was charged off in april of '99. i lived in kentucky at that time. i moved to pennsylvania in november of '99. their last payment was november of 2000 (residing in PA). the collection agency for chase was sending letters to my PA address.

does the SOL apply to the state it was charged off in, or state i currently reside in? and what are the SOL's for credit cards for both states?
