It depends where the bank is chartered. National Banks do not have to follow your state usuary laws. In Delaware banks can charge upto 30% (thats why most banks are in Delaware) Late fees & Overlimit fees are not usuary because you can avoide them by paying on time and be under your credit limit. It is your fault if you do not. If you make payments to collection company it is still your responsibility to make sure there are no late fees on your statment.
