I owe NOTHING - but my credit is bad - can I fix this?

I have paid off every credit I've owed. I checked my credit rating, and it's something like 550. This means that my credit rating isn't good...and I've recently been declined by a card. My last pay-off of my last card dept was two months ago. What can I do to make this rating higher? And does this rating mean I have credit bad enough that I'll get declined for pretty much everything? Any help would be most appreciated!
