Is CCCS just a CA?

I was thinkin. When you enroll in a CCCS program you pay them. Not the OC. They keep a percentage and the OC pays them a percentage also. Are they just a CA? When you enroll with them are you then automatically "charged off" by the OC (since they close the account)even though the OC may not report it as that to the CRA? Are you considered "in collection"?
