Question about settlement offers

what exactly are they? are they the same as judgments? if a CA is offering settlement offers does that mean they are about to file a suit?
northland is offering me a settlement and my SOL is up in 8 months so i would like to wait and dispute it after SOL is up, but i don't want them to file a sui in the meantime.
what do you guys think?
