Also I was aware of but forgot to mention the 18-cent check lawsuit. It sounds like an urban legend but I've found it in several places including a transcript of Lou Dobbs' show on CNN. There was another incident on the Troubleshooter's website of ACS promising something, the consumer doing what was asked of them, and ACS breaking their promise anyway, which is utterly typical.

An interesting little item appeared in the Police Beat section of The Hopkinton Independent, ACS's hometown paper in April. Seems Kevin D. Cadigan, 37, got arrested on the sidewalk in front of ACS's office for a Pennsylvania probation violation and for driving on a suspended license. Unnamed ACS managers said he had been fired and was threatening other people there. So ... it looks like ACS hires criminals who pose a danger even to ACS! Ever hear of a background check, guys? I can't wait to get hold of the documents they'll have to produce next month.

In response to other issues brought up: yes ACS is licensed in Massachusetts and many other states, just not in NC. It hadn't occurred to me to check that until after I filed complaints with every agency I can think of. NC Dept of Insurance, which "regulates" collection agencies (though I never heard of them actually doing anything), copied me with a cease-and-desist letter, thanks folks. Massachusetts Division of Banks said they couldn't do anything because the debtor wasn't in their state, thanks for nothing folks. Yes I have been in federal court on several occasions and just got back from taking the Northern District of Florida's little test. RICO is neat because you get attorney fees for the whole thing, whereas here they might be able to argue that my fees should be limited to the bare minimum necessary to prove FDCPA/NCDCA violations. Also federal judges do not suffer fools gladly and will not let defendants pull the shenanigans they sometimes get away with in state court. However, if I can't make RICO, that's all right, I just nail them for plain ol' fraud, extortion, civil conspiracy, negligent hiring, etc. and maybe that will discourage them from ever again trying to steal eggs out of the cobra's nest!
