You are definitely following the right path by avoiding any contact with a psychotic individual. The author of "The Gift of Fear" - would surely agreee. He tells the story of a news anchor who was "stalked by mail and phone" for a number of years. Nothing happened until the anchor filed a restraining order. Stalker considered that an escalation and responded with gunfire. I am not certain about the legal implications of a fax, but the receipt for the certified letter will surely suffice to prove your communication. I had a similar episode with a collection agency pursuing a debt that did not belong to the companyhh- well, you have the same name, so it must be you. They finally went away when I asked for the correct spelling of their names for my communication with the FTC, et al. Let them keep making violations. Perhaps you can get a nice vacation out of it. Here's a thought- the more violations the make, the more difficult it will be for them to assert that it was an oversight or accident that they contacted you.
