Penncro and Chase Questions

If Penncro is offering to take 40% of my balance as payment in full, and send me a tax return, does that mean that they will not be able to sell my debt to another collector? Should I counter offer for a lower percentage. No payment in a year. ($11K)


Also, Chase Mastercard has been holding on to an account of mine which is delinquent. Do banks take settlements, or do I have to wait until it goes to collection. If they do take settlements, how much should I offer. I have not paid in 6 months to a year. ($12K)
