It has been decided after all that a collector cannot contact you in such manner that costs you money. In short, calls to your home in absence of C&D letter are permissible, but to a cell phone? Tch, tch, tch, no, nope, that just will not do. Call the FTC straightaway. Nail these fecaliths to the nearest outhouse door of regulatory hell.
