File it now, phone it in to get things rolling immediately. The FTC person with whom you speak will ask all the right questions and take down your answers, you will be given a complaint number. Keep a log of all contacts from the CA and regularly update the FTC in writing and be sure to put the complaint number on all that you send. Start as well complaints to the Attorneys General of your state and the state in which the CA is located, if different.
You most surely had better not suffer any retaliatory actions from the CA on account of your filing a complaint. The court would see this for what it is and there might be various unpleasant legal terms by which to describe such conduct and prosecute the CA for same.
Many a time, a complaint filed serves as fine upbuilding encouragement for the CA to leave you be and go haunt someone else. Look, if you have these bums on a violation or three nail them right away. A simple rule about these things is that the one who gets there first with the complaint generally wins, the other side has to play catch up and is forever on the defensive.
Think of the Cold War Nuclear Strategy developed by the hero of the film "A Beautiful Mind". If you presently posess the means to anhilliate your enemy at some point in the future, then better yet it is to do so immediately lest he develop a counterstrike capability. Nail these bums likewise to preclude any further mischief from them. Remember, these sub-human predators are the enemy, period. There is no negotiating with them, nor gaining their respect.
