What are they up to? It's simple and the answers are found in criminology textbooks, the police blotter, and jail house bull sessions. They are doing what they do day in and day out, namely being predatory thugs who rip off citizens with some high-minded bullshale about 'pay your debts'.
Murderers murder, car thieves steal cars, mail order scammers take peoples' money and fail to ship the merchandise. Interestingly, they tend to stick to their own specific rackets. In other words, pickpockets generally don't advance to become safecrackers, nor do housebreakers graduate to Enron-style corporate crimes. It's the
same with these mutant blood ticks.
They will harass anybody - you, your neighbor, their own parents, dead people, people who never existed, anybody - in hope of conning some money out of them.
In your case they have thus far failed to validate the debt, probably because as you incisively state, they can't. They have slandered your good name to neighbors. The persisted to call you when instructed by certified letter to cease from so doing. And this 'attorney' bit smells rather heftily after five day old fish. As one who spent some youthful and otherwise years in a New England fishing village I can speak with clarity about such matters. Sounds as if the "attorney" who called you is in fact some functional illiterate product of selective inbreeding, gifted with the typical mentality this person considers all others to be stupid. This type prides themself on their ability to 'fool anybody anytime'. Aren't they bright?
All of the above acts by these toilet bugs are violations of FTC regs among other things. Call and start a complaint with the FTC today. Call and do likewise with your state AG.
You ask if they are stupid. Yes, they are in the sense that criminals do very stupid things yet many times they get away with it. In the case of collections criminals what enables them is not any special ability of theirs as they have none save for idiotic persistence of a barn fly trapped between your window and the screen. The dumb insect will buzz incessantly and despite inability to escape will crash endlessly into the window.
They call and call and call breaking numerous rules as the so do. Yeah, they are stupid. Unfortunately, they are just bright enough to be dangerous. They know that most people are pitifully unaware of their rights and protections. They know that people are frightened of judicial process, i.e. getting hauled into court to stand before Judge Cracker or perhaps even worse, Judge Creditor Crony.
They put people off balance, keep them emotionally upset thus short-circuiting their better judgement which if it were working would cause the debtor to tell these CA creeps to buzz off. This is why people pay SOL debts and debts not even theirs. Shakedown artists is all they are.
Shake them back, watch the dried out cat-box kielbasi's fall out of the numerous holes in their shrunken heads.
