Please help! Restraint on checking acct - Capital One

A judgement was placed on my husband due to nonpayment of a Capital One account, because of a job loss. Now we find that a restraining order has been placed on our checking account, and we can not access any of our funds, and our outstanding checks will not clear. In order to alleviate this, we contacted the attorney's office (actually the collection agency for Capital One) and were told that we would have to pay the entire balance in order for the order to be lifted. We complied, Western Unioned the funds within 3 hours. We were promised the restraining order would be lifted by 5pm today, by way of fax to our bank. After several followups with the collection attorney's and my banks legal departments, my bank still hadn't received the fax. The attorney's office kept me on hold and at 5 o'clock the office closed. I am so totally upset about this - do I need an attorney or the attorney generals office? What if this isn't handled quickly and they drag it out? I can't believe this!!
