Stafford vs. Tuition

I took the University of Phoenix online course for about 12 weeks. (After 2 1/2 5-week courses, I had to withdraw because I'm a single mom and work full time. I couldn't keep up.)
Now UOP is coming after me for $1500. I am also paying on my Stafford Loan for $1500. The collection agency for UOP (ACT) is saying that I have to PROVE I don't owe it. I told them I think I'm getting double billed. They could care less and said the burden of proof is on me. There is NO way I could owe $3000 for 12 weeks of an on-line course. It seems a bit exorbitant to me. I cannot find a copy of my withdrawal papers. I never admitted to ACT that I owe the money. I told them that I am being double-billed, which I am sure that I am. Is there anything I can do?
