I have received a letter from Mrchants' Credit Guide Co. located in Chicago, IL requesting debt payment. I called inquiring what/when/where. It's a retail contract (not revolving) from 1986! The letter itself doesn't threaten lawsuit or credit reporting:

"Your rights under Public Law 95-109 Title VIII are stated at the bottom of this letter. This is an attempt to collect a debt. Any information obtained will be used for that purpose.

We offer you this opportunity to respond and resolve this account. If you respond to this letter within 30 days of receipt of it and work with us to resolve this account, we:
*will be happy to work with you in a courteous, profession manner.
*may stop our collection efforts."

Does the SOL rules apply here, since they are not threatening lawsuit?
