In California, if you only serve an out-of-state defendant by certified mail, the court will return your proof of service and service will NOT have been effective. The proof of service that is filed with the court requires more than just a showing that the summons, complaint, case cover sheet, notice of assignment, notice of case management conference, and ADR package has been served. You also have to prove that you served the registered agent, not just one of the addresses for the company. Of course you don't have to serve all of those things in small claims but, the actual service may follow the same law.
