bank accounts HELP!

My personal bank accoutn was frozen in April, judge issued a "stay of enforcement", well now 3 month later the bank just froze my husbands account, I am "joint" (they just realized they screwed up and missed it in April???). No new restraining orders were issues, I had the bank fax me a copy of what they have, and it only lists my name, SS#, and my acccount. My question is this, can they, the bank, do that even after judge issues the stay, with out any new restraining order ??
