You need to call Citi and make sure that your over-limit situation is cleared. Since creditors CAN be held responsible for the actions of hired collection agencies, you need to make sure you point out the illegal behavior by GCS and their blatant violations of the FDCPA. If your account is current, you need to ask that the call off their GCS dogs immediately.

Once you determine, from Citi, what the status is, then I'd definitely IGNORE GCS and just keep paying Citi. If GCS continues with their illegal behavior, send them a modified Cease and desist, tell them they are not to contact ANY 3rd party and to limit ALL contact to mail only if they have to contact you at all.
