is there an answer to collectors calling neighbors?

Hi, question...a collection agency contacted a neigbor to ask if they had seen my husband around, and if he was home. They also asked our neighbor to take a message and leave it in our mailbox. I have read that agencies can call, but according to 1990 note from the atty for the div of credit practices for the ftc, he clearly stated that requesting messages are not permitted by the act. Does anyone know how to find followups to this question on a website, or how to follow up w/the ftc.....THANKS
