American Recovery Sys? any info

My husbands account, California. Over 180 days. ARS is trying to collect on it. $23,000+ Do they buy the debt or are they just trying to collect it for Chase?
I asked and they said they "purchased" the debt. I feel they are lying to me. Anyone have any experience with them?
