Yes, you can try to get another account in a different bank, but don't be surprised if they won't open one for you.

As long as the judgment is in force, they can come after you and make you reveal any new accounts you may have opened. So, if you don't pay them or make arrangments to pay, they're going to make your life miserable for a long time.
