collection agency trying to collect,; acct. deleted from credit report

Hello...I live in Pennsylvania. This company called Claims Recovery Services is trying to collect on a Chase charged-off debt. the debt was charged off in april 1999. Chase reported this debt to the credit reports and I got it removed from all 3 credit reports (i disputed them as 'not mine').
I got a notice from CRS just recently. Chase has no records of my charged off account (therefore they got deleted from the credit reports)...so if the original credit has no information, how can the collection agency prove this debt is valid? when the chase debt got deleted, the 7 years was not quite up. was this able to get deleted because it is past the pennsylvania SOL?
