Have Commerce bank put a complete block on that account to prevent that collection agency from resubmitting the ACH !! If you have to, write up a formal statement stating that the ACH's are NOT AUTHORIZED by you in any way.

NUMBER ONE RULE - NEVER GIVE YOUR BANK INFORMATION TO A COLLECTOR !!!!!

They will keep on trying to re-submit by changing the 'check' number or the amount to make it look like a new transaction.
