DO NOT SIGN THAT "CONFESSION" !!!
If you do, you are admitting that you owe the debt and they will automatically have a default judgment against you !! You don't even get the chance to defend yourself if you sign that thing ! Send them a settlement offer or payment plan on YOUR TERMS and get a signature from them agreeing to it or you don't pay them a dime. If you don't get an agreement in writing you WILL be screwed over by the CA.
