I would get something in writing,either faxed or snail mailed,signed by someone who is authorized to do so.

If the e-mail is referring to a court document, get a copy of the signed order from the court.

IF it is a signed court order, then yes it means they cannot refile -but it also means you have agreed to drop your suit.
