Here's your problem, if you are going to re-fi and get anything close to conventional rates, you'll have to cleanup the chargedoff accounts before the loan will fund. If that's the plan, you likely have no choice in the matter.
You can sure try and engage in credit repair but, if timing is an issue, be prepared to pay.
