By filing a suit your are speaking to them in their own language. They file suits to frighten others because suits are what they fear as well. This will get the attention of these dullards. Fantastic that you have so wonderfully documented this over the years and placed on file with the police also.
This seems perfectly in line with WhyChat's mention of fact that many of these scumbag collection companies have links to Canada yet only perhaps a transition point. Following the money these marauders suck up might well lead to some most interesting places around the globe.
Kick these scum where it hurt$.
