I'm really pushed for time at the moment and I'll respond in more detail later this evening. Yes, it's up to $1000 per action and not per violation. However, read the FCRA. A non PP violation is a statutory %1000 per credit report pulled.
You may sue in a court of competent jurisdiction. That means, you can file in small claims, your states higher court or, Federal Court if you like. And, there is some case law where you may pursue both FDCPA/FCRA violations and, violations of the BK code.
