I guess I'm confused about what is a "proceeding" vs what is a "violation". Isn't a "proceeding" just a court date/appearance/procedure?

Plus if a creditor pulls a report twice (unpermissable purpose) would that be considered one proceeding since you're in court with that creditor (instead of 2 proceedings?)?
