In any case, it is obvious (to me at least) that whomever is reporting on your credit report is NOT citibank itself, as there is no logical way one department would have no record of your account and another offer you a "settlement".

Look CAREFULLY at your report, dispute to the CRA any entry you THINK is incorrect, and request the FULL NAME and address and tel.# of the REPORTING AGENCY.
