Can't file complaint with State AG

I called the GA AG office. They referred me to Governor's Office of Consumer Affairs. Go through their recordings to the "debt collection practices" option. That refers me to the FTC and tells me to submit my complaint in writing to the local FTC office. I have already called the FTC this morning and filed my complaint and was given a reference #. They said they don't do anything until they get a "number of complaints". Am I fighting a lost cause here?
