David I live in Washington state and to my knowledge there is no law or statute to prevent a merchant from asking for photo ID.....I actually prefer that they do, regardless of whether or not the back of my card is signed...I like the assurance that it is more difficult for someone else to use my card.....I think the choice to ask for ID is entirely up to the merchant in this state at least.
