There might be a clause in the merchant agreement that prohibits it, but its not like you can really enforce. I remember seeing some signs in CompUSA they would ask for photo id for unsigned cards and all MC(implying they wouldn't ask for id on a signed Visa). My experience living in the Detroit area is that stores near the Detroit border (their are no stores in Detroit anymore) will ask for id. You can protest all you want but they will just refuse your purchase. You can call Visa corporate all you want too but they aren't going to care.
