CA attorney's licensing

Hi,
Do lawyers retained by collection agencies to "represent the CA's interests" need to be licensed debt collectors? The letters I get from the lawyer's office all have that little blurb about "this action is an attent to collect a debt and any information obtained may be used for that purpose." Also, what if I get a letter from a CA without that blurb? I got one of those the other day that seemed to be missing this little statement. I also looked them up and they are not licensed to collect debt in my state. How big of a no no is this?
