At the commencement of the Decade of Satan we hear the word 'privatize' squeaked by politicians over and over and over. It sounded good, let a private company take over and run a government bureaucracy efficiently and courteously to the benefit of all. Reality is that this was a marriage made in hell, combining the slothful arrogance of the bureaucracy with the unprincipled avarice of piratical businesses.
It's doubtful there's any law allowing that which has been threatened to this poor woman. What is sounds like is that a crooked business sees a fine opportunity to line its pockets under the legal cover of garnishment.
Really, it makes good sense to these scumbags. Look, pinch back three quarters of the wages giving the 25% to the judgement creditor and the remainder to some sleazeball mid-level thug in the corporate structure. If anything is uncovered the hapless debtor will be promptly charged with theft so as to cover the transgression of the skunk who by real law seems to be extorting her.
To ensure this avaricious little scheme's success, this person has been told they cannot quit on pain of jail time. Perhaps this is true, something arranged between a corrupt court and their scumbucket BigBiz 'partners', a term spoken with nauseating repetitiousness during the latter half of Satan's merry Decade.
Sound farfetched? Sound paranoid, ridiculous? Think about it. This woman is being shaken down in plain language and needs to report it to whatever state and federal agencies investigate extortion of employees by company executives.
US Dept. of Labor might be a place to start, go federal to begin with as they hopefully are posessed of a bit more integrity than their state counterparts.

This is intriguing, keep in touch about it, might prove interesting for publication via an old friend of mine.
