You seem to have hit it thus illustrating yet again the projective language - telegraphing - of the criminal. The onus is probably on the employer, either he complies or faces consequences.
In the finest nineties tradition the employer spins this so as to make it the debtor's fault. How wonderfully were so many taught during the last ten years.
