Collection Agency Claim--Is This True?!

I recently picked up the phone when a collector called (well before I found this website or I would not have done it). At the end of the phone call they claimed that since I had contacted them, that I had now given them the right to persue with court action. He went on to say that I had 10 days to dispute the claim before they proceeded. Is this correct or was he just trying to intimidate me? I do owe the debt, and an uable to pay it at this time. The original debt at the charge-off date was approx $1,200 but has now ballooned up to 1,900 with fees and interest (I guess). It was a collection agency that called me, and not the first party.
